MILLENNIUM’S REENTRY PROGRAM
EXECUTIVE
SUMMARY
OVERVIEW
OF PROGRAM
Each year more than 650,000 men and women are released from federal and state
prisons, returning to their communities and families. According to the U.S.
Bureau of Justice Statistics, two out of three returning inmates will be
re-arrested for new crimes within three years of their release from prison and
more than half will be re-incarcerated. Further studies show that nearly
one-third of adult prisoners were unemployed in the month prior to their arrest.
Additionally, it is estimated that unemployment rates among ex-prisoners are
between twenty-five and forty percent. Released prisoners face countless
challenges which contribute to their return to criminal activity, re-arrest and
re-incarceration. These include joblessness, substance abuse, mental health
problems, low levels of educational attainment, lack of stable housing, and poor
family connections.
Our purpose and desire of this initiative is
to highlight issues surrounding work programs in prison and avoid
recidivism. While these issues are
inevitably somewhat complex, the programs themselves are fairly straightforward.
The programs fit into three main categories: job training in the prison setting,
short-term vocational training upon
release and tracking the success of the program twelve to eighteen months after completion
of the program. We are also proposing to
cut across categories, most often providing training within the prison system along with
job search assistance outside of prison. The short answer to the question of
whether any of these will reduce recidivism is “MAYBE.”
Millennium Training will track the success of this program.
As an added incentive Millennium
Training would like to provide pay to qualified ex-offenders and recovering drug
and alcohol
addicts to attend school.

QUALIFICATIONS
Millennium Training goal to eliminate the bureaucracy by offering the program to any ex-offenders or inmateS
that have been referred by the Office of the Secretary of Public Safety, Virginia
Department of Corrections, Correctional Education, Mental Health, Mental
Retardation and Substance Abuse Services, Social Services, Housing and
Community Development, OAR, Criminal Justice Services, Juvenile Justice, the
Parole Board, and the Virginia Employment Commission.

This project will be an ongoing project.
We are projecting this project to last for the next five year.
How will Millennium measure the success in achieving the outcomes?

Evaluate and create a plan for each individual

Monitor and track each ex-offender from the time they enter the program
including strengthen,
deficiencies, achievement and development until they are gainfully employed.

Track individual for a period of five years after they leave the program.
HOW TO APPLY FOR THE PROGRAM
Since
Millennium Training's goal is to cut the red tape and Bureaucracy, any of the
following agency can make a referral
for the program: Office of the Secretary of Public Safety, Virginia
Department of Corrections, Correctional Education, Mental Health, Mental
Retardation and Substance Abuse Services, Social Services, Housing and
Community Development, OAR, Criminal Justice Services, Juvenile Justice, the
Parole Board, and the Virginia .
Employment Commission.
The ex- offender or inmate can make direct contact with Millennium Training and
enrolled himself. There is a $25.00
non-refundable registration fee.

COST
OF PROGRAM
Since the Program is a Pilot program.
The cost to the individual inmate or ex-offender will be supported by
grants and individual sponsors. Each inmate must submit a $25.00 Registration Fee
with application..
